Four Greek Property Prices Explained: Asking Prices, Transfers, Bank Indices and Objective Value

Greek property research uses four distinct price signals: advertised asking prices, recorded property-transfer values, the Bank of Greece Residential Property Price Index (RPPI), and Objective Value for tax purposes. They measure different things. RPPI is an index of bank-valuation trends rather than a price, and Objective Value is an administrative calculation rather than a negotiated sale amount.

These are not four interchangeable estimates. They are four perspectives on the property market and the legal-administrative environment.

02 · PRICE EVIDENCE

1. What is an asking price in Greece?

An asking price is the amount at which a seller advertises a property. If an apartment is listed at €280,000, that is the seller's request, not proof of an agreed or completed transaction or independent professional valuation.

Asking-price evidence comes from listing websites, agents, developers and owners. Portals such as Spitogatos and Indomio publish indicators derived from advertised properties.

For example, Indomio reported an average residential asking price of €2,790/m² across Greece in September 2026. That describes advertised supply, not consideration paid in completed sales.

Why can advertised prices be misleading?

Properties may remain advertised for long periods, be withdrawn, repriced or advertised more than once. New developments can affect area aggregates. Portals may use different property mixes and geographic definitions.

Two asking-price averages can differ without either necessarily being wrong.

What this means for the buyer: Use asking prices to understand competing stock and seller expectations. Do not treat them as completed sale-price evidence.

2. What are recorded property-transfer values?

Recorded transfers describe historical consideration reported in connection with transfers of property rights.

The official informational system is MAMA — Μητρώο Αξιών Μεταβιβάσεων Ακινήτων. The Greek government GSIS service permits area-based property-transfer research.

An asking price describes an intention. A transfer record describes a past event involving a reported property-right consideration.

Why is a registered transfer not automatically comparable?

A record may concern:

  • A specific ownership percentage rather than full ownership.
  • An apartment, house, land parcel or another category.
  • A different date or neighbourhood.
  • Property condition different from the advertised home.
  • Reported area or monetary fields requiring validation.

Therefore, do not divide every monetary amount by every area and call the result the price of a comparable home. Ownership right, main living area, type and geography must be checked.

What can a cleaned transfer sample tell you?

A screened sample can support eligible-record counts, median consideration per m², dispersion and descriptive historical comparisons. But a median does not adjust automatically for renovation quality, age, floor, views or legal status.

It is not a professional property valuation.

What this means for the buyer: Recorded transfers can improve historical understanding when the sample is relevant, defined, appropriately filtered and its limitations visible.

See MAMA Property Transfer Values Explained.

3. What does the Bank of Greece property price index measure?

The Residential Property Price Index (RPPI) describes changes in residential property valuation levels using information reported by credit institutions.

According to the Bank of Greece reporting framework, credit institutions supply information about values and characteristics of residential properties associated with financing or loan collateral.

The index provides broader market context but is not a database of individual notarised sales.

What does a 5% RPPI increase mean?

It means the relevant index increased 5% against the defined comparison period.

It does not mean:

  • Every apartment sold for 5% more.
  • A particular home appreciated by exactly 5%.
  • A seller is justified in adding 5% to the asking price.
  • The increase was calculated from MAMA completed transfers.

The Bank of Greece release of 15 September 2026 reported a 5.5% year-on-year rise in the nationwide apartment index for Q2 2026, with 4.7% for Thessaloniki. These are changes in bank-appraisal-based indices, not individual sale-price growth.

When is RPPI useful?

It helps answer whether broader valuation-index levels are moving up or down, how regions differ and how periods compare. It cannot establish a particular apartment's price.

What this means for the buyer: Read RPPI as broader market-trend context, then investigate local property-specific evidence separately.

4. What is the Objective Value of property in Greece?

Objective Value — αντικειμενική αξία is an administrative value calculated under Greek rules for relevant tax and statutory purposes. It is not a seller's asking price, a transfer consideration figure or a prediction of an open-market sale.

The Greek tax authority, AADE, provides official property-value calculation resources. Applicable location inputs, property characteristics, coefficients and rules affect the result.

Is Objective Value the same as the zone price?

No. The zone price — τιμή ζώνης is an input to the objective-value framework where applicable, not necessarily the full property-specific Objective Value.

Other characteristics and coefficients may matter. Reading a zone price from an official map and multiplying by advertised floor area does not necessarily establish the final statutory calculation.

The official Greek objective-value map can help identify geographic inputs, but an appropriate calculation requires the exact property's details.

Why does Objective Value matter?

It can affect property transaction taxation and other administrative calculations.

AADE's transfer-tax information explains relevant tax rules. Applicable treatment, taxable basis and exemptions must be established for the actual buyer and transaction.

What this means for the buyer: Objective Value belongs in tax planning. It is not evidence that a seller should accept the same amount.

Real example: three different price signals in Thessaloniki

These observations all concern Thessaloniki in some way, but do not share the same dataset, property mix, precise geographic definition or period.

Our MAMA sample counts eligible apartment-right rows with valid consideration and main area, 100% full ownership and no unfinished buildings; it does not count independently verified unique sale contracts. The three geographic groupings should not be assumed identical.

Does the gap between €2,413 and €1,426 reveal a seller discount?

No defensible asking-to-sale discount follows from these two numbers.

The asking indicator describes advertised properties in September 2026. The MAMA median describes screened apartment-right records across 31 historical months. Property mix, dates, rights, geography and statistic differ.

Subtracting one from the other does not isolate negotiation behaviour. The RPPI percentage cannot be converted directly into €/m² either.

A precise-looking comparison can be misleading when its measurements are not equivalent.

07 · PRICE EVIDENCE

Worked example: four figures around one apartment

Consider a purely illustrative 90 m² apartment advertised at €315,000.

€315,000 ÷ 90 m² = €3,500/m² advertised asking price.

That arithmetic describes the asking price and stated area, assuming the area is correct.

Now imagine the buyer sees a historical transfer median for a wider municipality, a regional bank valuation index showing an annual increase and a zone-price input.

QuestionAppropriate evidence
What does this seller want?€315,000 advertised asking price
What consideration was recorded for relevant past transfers?Appropriately screened MAMA records
Has the broader market index changed?Bank of Greece RPPI
What value applies for a relevant tax calculation?Correct property-specific Objective Value calculation

Averaging the four categories would be conceptually invalid. One is a percentage index movement, one is a tax framework and their purposes and units differ.

Illustrative example only. The apartment is fictional, not a real listing or transaction.

Which figure should you trust when deciding what to offer?

No source is sufficient for every question.

Buyer questionStart withThen check
Is the asking price typical of current listings?Comparable advertised homesSize, condition, micro-location and duplicated listings
What has transferred historically?Screened MAMA recordsSample N, ownership right, period and geography
Is the broad residential market rising?Bank of Greece RPPISeries, region, quarter and revisions
What administrative value applies?Objective-value systemProperty characteristics and tax confirmation
What should I offer?Property-specific comparisons and negotiation contextIndependent valuation where warranted; legal and technical checks

These sources complement each other. None confirms clear title or building compliance.

09 · PRICE EVIDENCE

What if the four figures appear to contradict each other?

First check:

  1. Data type: Asking, historical consideration, index or tax calculation?
  2. Date: Same or different period?
  3. Geography: Neighbourhood, municipality, region or portal-defined zone?
  4. Property mix: Apartments, detached houses, land or mixtures?
  5. Rights and area: Comparable ownership shares and measurements?
  6. Sample quality: Sufficient relevant observations?
  7. Method: Median, mean, total or percentage change?

If the differences cannot be reconciled, do not force the figures into one conclusion. A wider statistic can provide context without pricing a particular home.

10 · PRICE EVIDENCE

Common questions about Greek property prices

Is the asking price the same as the sale price?

No. It is the seller's advertised request. Final agreed consideration may differ; a listing does not establish completion.

Is Objective Value usually lower than market price?

It can be lower or higher than an individual agreed or advertised amount. There is no universal fixed percentage relationship.

Does the Bank of Greece publish actual sale prices?

Its residential indices are based on valuations reported by credit institutions, not a complete list of notarised completed sales.

Can MAMA tell me whether an apartment is overpriced?

Not by itself. It gives historical context; the individual home's characteristics and comparability remain essential.

Can I use Objective Value to negotiate?

It is relevant to the tax and administrative context, not proof of what a buyer would pay or a seller should accept.
