Bank of Greece Residential Property Price Index Explained

The Bank of Greece Residential Property Price Index (RPPI) measures changes in residential price levels using valuation data reported by Greek credit institutions. It helps explain how the broader housing market is developing, but is not a database of completed property sales and cannot establish the current value of an individual home.

How does the Bank of Greece calculate its property price index?

The Bank of Greece collects residential property valuation information from credit institutions operating in Greece.

According to its official data-reporting framework, credit institutions submit valuations and information about residential properties involved in financing or used as collateral. The framework was established under Bank of Greece Governor's Act 2610/31.10.2008, with detailed collection beginning in 2009.

The Bank uses the data to construct indices of changes in residential price levels over time. Its methodological note describes statistical techniques for addressing differences in the mix of observed properties, including location, age and size.

This matters because a simple raw average might increase simply because more expensive homes enter the sample. An index aims to measure movement more consistently.

Does it represent every completed sale?

No. The data come from bank-reported property valuations, not a complete register of executed notarial transactions. A cash transaction without a relevant bank valuation might not contribute directly.

The September 2026 release described approximately 971,800 cumulative property valuations with reference periods through June 2026. Those submissions covered various property types. That figure does not mean that 971,800 homes sold in Q2 2026.

What this means for buyers: RPPI is an authoritative broad trend measure, not an exhaustive record of completed transactions.

What does the latest Bank of Greece index show?

As of October 2026 the latest apartment-index release covered Q2 2026, published 15 September 2026. It reported that the nationwide apartment index increased 5.5% year on year compared with Q2 2025.

Geographic seriesAnnual apartment price-index change, Q2 2026

Athens+5.0%
Thessaloniki+4.7%

The published categories describe different geographic markets. “Other areas of Greece” is a broad aggregate, not a separate price index for Paros or Chania. A buyer of one island apartment should not apply its 7.1% increase as though it described the property's local appreciation.

Similarly, the Athens series is not a street-level indicator for Kolonaki or Pangrati.

03 · PRICE EVIDENCE

Do new apartments follow the same trend as older apartments?

Not always. The Bank also publishes age-based apartment series.

Apartment categoryAnnual index change, Q2 2026
New apartments (up to 5 years old)+6.2%
Older apartments (more than 5 years old)+5.0%

Source: Bank of Greece Q2 2026 residential price-index announcement, 15 September 2026.

These categories are still broad. An apartment built six years ago and one built fifty years ago may fall into the same older category despite major differences in physical condition.

What this means for buyers: Select the most appropriate available series but do not confuse a broad age group with a matched property comparison.

04 · PRICE EVIDENCE

How do you read an apartment price index?

An index expresses relative change against a reference period, not an absolute amount in euros per square metre.

Many Bank of Greece apartment series use 2007 = 100. A level of 125 for such a series would mean 25% above its base-year level, not €125/m².

Check the reference scale of the particular table because historical series may use different bases.

Illustrative calculation

PeriodHypothetical index level
Q2 of an earlier year100.0
Q2 one year later105.5
Annual index change+5.5%

(105.5 − 100.0) ÷ 100.0 × 100 = 5.5%

The index levels above are hypothetical. They illustrate a year-on-year calculation and are not presented as the actual Q2 2026 index values.

An index movement does not establish what an apartment is worth, the price buyers agreed to pay, or the change in value of every property.

05 · PRICE EVIDENCE

If annual growth slows, are Greek property prices falling?

Not necessarily. An index can continue rising while its growth rate slows.

PeriodHypothetical index levelAnnual change
Year 1100—
Year 2110+10%
Year 3115.5+5%

Here growth slows from 10% to 5%, but the index still rises. An actual fall in index levels would be a different event.

A smaller positive annual percentage cannot be used as proof that sellers are accepting larger negotiated discounts or that a buyer will necessarily obtain a lower price by waiting.

Annual versus quarterly changes

A figure reported in a quarterly release may be year-on-year, comparing Q2 2026 with Q2 2025, rather than quarter-on-quarter, comparing Q2 with the immediately preceding quarter.

The published 5.5% annual increase does not mean apartment prices rose 5.5% between March and June. Always verify the comparison period.

06 · PRICE EVIDENCE

Are the Bank's published price increases adjusted for inflation?

The headline quarterly apartment index changes are generally nominal. Nominal changes are not the same as changes in purchasing power.

For example, if a hypothetical residential index rises 5% and general inflation is 3%, the exact inflation-adjusted calculation is:

(1.05 ÷ 1.03 − 1) × 100 ≈ 1.94%.

These percentages are illustrative, not Greek Q2 2026 inflation observations. Real and nominal growth answer different questions; neither predicts rental income or future returns on one property.

How is RPPI different from MAMA transfer evidence?

The sources have different populations and purposes:

QuestionBank of Greece RPPIMAMA transfer register
Underlying evidenceBank-reported residential valuationsReported historical property-right transfers
Main useBroader residential index trendsTransfer-related monetary observations
OutputIndex levels and percentage movementsReported consideration and transaction characteristics
GeographyNational and broad regional seriesAdministrative geographic information
Individual completed salesNot a sale-contract databaseTransfer-related records requiring rights and comparability screening
Property-specific valuationNoNo

Suppose historical MAMA records show a median reported consideration of €2,000/m² in a municipality. Multiplying that median by a nationwide RPPI movement and calling it today's local sale price would be unjustified without further analysis.

The sample characteristics, property types, dates and geography may differ. The index describes valuation trends, not a formula that transforms any historical property record into current market value.

Read MAMA Property Transfer Values Explained and How to Find Actual Sale Prices for the distinct roles of these data.

08 · PRICE EVIDENCE

Can RPPI show whether a listing price is reasonable?

Only as broad context.

Suppose a seller advertises a fictional apartment at €320,000 and argues that the price is justified because the Bank's national index rose.

The index may confirm broader market movement. It does not establish that €320,000 is appropriate for that apartment.

A buyer still needs to examine:

  • Relevant advertised competing homes.
  • Historical recorded transfers, where suitable.
  • Exact micro-location and main living area.
  • Building age, condition, access, amenities and potential repairs.
  • Professional verification of title and technical documents.
  • The geographic relevance and dates of every statistical comparison.

The index can also contextualise older transfer evidence. But historical transactions cannot automatically be updated to today's value by multiplying by a broad index.

What this means for buyers: Use RPPI to explain market direction while keeping the actual property's price question separate.

Where can you find official Bank of Greece price indices?

Start with the Bank of Greece real-estate statistics portal.

  1. Find the latest residential price-index release.
  2. Note its reference quarter and publication date.
  3. Identify the exact geographic and age-based series.
  4. Confirm whether the percentage is annual or quarterly.
  5. Check whether values are provisional or revised.
  6. Use the percentage as index movement, not a euro-denominated price.
  7. Compare with property-specific evidence only after recording the differences in source, dates and population.

Why revisions matter

The Bank may revise prior figures when additional information becomes available. Its September 2026 release reported a revised annual-average apartment-index increase of 8.3% in 2025, compared with 9.1% in 2024.

Those are annual-average index changes. They differ from Q2 2026's 5.5% year-on-year observation. Do not mix unrevised figures from older announcements with updated historical series.

Common questions about the Bank of Greece index

Does the Bank of Greece use actual sale prices?

Its residential price indices are based on valuations reported by credit institutions, not an exhaustive dataset of notarised sale prices.

Does a 5.5% rise mean every Greek apartment appreciated 5.5%?

No. The figure is a national index movement between two specific quarters; local markets and individual properties vary.

Is the RPPI the same as the valuation for my mortgage?

No. RPPI is a market-level statistical index; a loan valuation is a property-specific assessment.

Can RPPI predict property prices?

No. Historic trends may provide context but do not guarantee future movements or returns.

Does it include the Greek islands?

Broad geographic categories include areas outside major cities. That does not mean every island has its own separately reported index.
