Is This Property Overpriced in Greece? How to Evaluate an Asking Price

You can test whether a Greek property's asking price is supported by available market evidence, but a single area average or €/m² figure cannot establish overpricing. Compare suitable advertisements, investigate historical transfers, verify the property's condition and rights, and examine total purchase costs. Distinguish reasons to question a price from a professional opinion of value.

Scope: Individual foreign buyers evaluating Greek resale residential apartments or houses before an offer; unusual ownership, land and new developments need specialist analysis.
01 · PRICE EVIDENCE

Why is an asking price not proof of property value?

A seller's asking price is a request. It does not establish an agreed completed sale or professional market valuation.

Suppose a fictional apartment is advertised at €350,000. That does not tell you:

  • Whether suitably comparable properties have actually sold at similar prices.
  • Whether equivalent advertised homes are available for less.
  • Whether the stated floor area is accurate.
  • Whether renovations are documented and compliant.
  • Whether building maintenance or technical issues exist.
  • Whether certain features justify a premium.
  • Whether the seller is open to negotiation.

Professional guidance from RICS on comparable evidence distinguishes the relative strength of asking-price information and properly considered transaction evidence.

What this means for the buyer: The asking price is the starting point of a price investigation, not its answer.

02 · PRICE EVIDENCE

The Price Evidence Test: five checks before an offer

CheckQuestionEvidence to examine
1. Asking-price comparisonWhat do similar advertised homes cost?Current property listings
2. Historical transactionsWhat was reported for relevant transfers?Screened MAMA records and verified sale evidence
3. Property characteristicsIs this truly comparable to alternatives?Area, micro-location, age, condition and amenities
4. Legal and technical issuesWhat asset is the buyer actually acquiring?Independent lawyer and engineer
5. Total purchase exposureWhat is the full cost of acquiring and using it?Applicable taxes, fees, repairs and contingency

These checks are not a mechanical rating system. They do not produce an automatic professional valuation.

The goal is to distinguish evidence supporting the asking price from evidence questioning it — and identify important unknowns.

03 · PRICE EVIDENCE

Check 1: how does the property compare with similar advertisements?

Begin with the asking price per appropriately defined residential square metre.

€360,000 ÷ 90 m² = €4,000/m² asking price.

This is only informative if the 90 m² represents comparable space. Greek listings may use main residential area, total built space or measurements including auxiliary areas.

Find current nearby advertised apartments sharing as many relevant characteristics as possible:

  • Micro-location, road and proximity to amenities.
  • Same property type.
  • Similar verified main area.
  • Construction period and renovation condition.
  • Floor, access and lift.
  • Parking, storage and outdoor space.
  • Comparable building condition and documentation.

A broad municipality average is not a substitute for appropriately matched homes. On islands, sea access, views, road access and infrastructure may materially change comparability.

Record the source and observation date. A listing disappearing does not prove the home sold at the asking price.

04 · PRICE EVIDENCE

Worked example: is a €360,000 apartment too expensive?

Consider three hypothetical apartments in the same general neighbourhood.

SubjectAlternative AAlternative B
Asking price€360,000€345,000€338,000
Advertised main area90 m²88 m²94 m²
Asking €/m²€4,000€3,920€3,596
Advertised conditionRenovatedRenovatedNeeds renovation
Evidence typeListingListingListing

The subject has the highest advertised €/m². That alone does not establish overpricing.

Alternative A's slightly lower ratio may be explained by floor, layout, views or other differences. Alternative B looks considerably cheaper but requires works.

Suppose, for budgeting illustration only, that the buyer assumes €30,000 in renovation for Alternative B:

€338,000 + €30,000 = €368,000.

That hypothetical total already exceeds the subject's €360,000 asking price, before taxes, legal costs, inspection and other acquisition expenses.

It is not an engineer's renovation estimate or a market-value adjustment. The real cost requires inspection and contractor quotations.

What conclusion is justified?

The subject is advertised above these two alternatives, but the available information does not prove that it is overpriced.

Investigate the differences in property features and documentation and seek historical transfer evidence. Do not assign an unsupported discount or premium.

All properties, prices and renovation assumptions in this example are fictional.

05 · PRICE EVIDENCE

Check 2: what has actually transferred in the area?

Current listings describe seller expectations. Historical transfers provide a different kind of evidence.

Greece's official MAMA Real Estate Transfer Values Register permits anonymous research into reported property-right transfers. The GSIS service provides the official description.

However, not every transfer-right record represents the sale of a complete apartment with full ownership. Analysis should screen rights, area, category, geography and period.

Why can't you simply compare with a historic median?

Imagine an apartment advertised at €4,000/m², while a broader municipal historic transfer sample has a median of €2,500/m².

This difference does not prove any particular percentage of overpricing.

The median may reflect older properties, different neighbourhoods, property-right interests or a multi-year window. The advertised apartment may have material features not represented or observable in the sample.

You are comparing an individual current asking price with a statistic from historical property-right transfers.

What would strengthen the evidence?

Ideally, observed transactions should be recent, geographically close, of a similar residential type, based on comparable ownership rights and living areas, with relevant characteristics sufficiently verified.

RICS guidance emphasises relevance and quality of evidence rather than automatically counting every observation equally.

Because MAMA is anonymous and may not reveal complete property condition, a screened record can be useful without becoming a verified direct comparable.

Read How to Choose Comparable Sales.

06 · PRICE EVIDENCE

What if local transaction evidence is sparse?

An absence of suitable records is not proof that the asking price is fair or unfair.

Our internal MAMA research screened apartment-right observations from January 2024 to July 2026 for full ownership, valid consideration, main living area and completion status.

Thessaloniki3,181
Paros79

Source: The Greek Property Report MAMA audit, 9 October 2026, 31-month observation window. N counts qualifying rights-record rows, not independently verified unique sale deeds.

The difference shows why data density matters. Even Thessaloniki's large sample is not thousands of direct comps for a particular address. For a detached villa on Paros the relevant subset may be far smaller, or a separate property-type sample may be required.

A narrow search may be expanded by period or geography, but the resulting limitations must be disclosed. A longer period is older; a wider geography is less local.

Insufficient evidence is neither evidence of overpricing nor evidence of reasonable pricing.

07 · PRICE EVIDENCE

Check 3: does the property justify a difference?

A higher advertised price can reflect real differences: better micro-location, documented renovation, building condition, views, layout, accessibility, parking, storage or usable outdoor space.

But no fixed percentage premium applies to every sea view, balcony or renovation across Greece.

An advertisement describing a property as renovated does not independently establish the quality or authorisation of building work.

Verify the floor-area definition

A lower €/m² ratio may merely reflect a larger denominator including auxiliary space.

Documented main residential area, storage, balconies and other components should be distinguished before comparisons.

Have your independent engineer inspect applicable plans and physical configuration. Read Price per Square Metre in Greece for an example where the apparent price ranking reverses when area is defined consistently.

09 · PRICE EVIDENCE

Check 5: what is the true acquisition budget?

An asking price is not a total acquisition budget. Further costs may include transfer taxes, registration, notary, lawyer, engineer, repair and furnishing expenses.

AADE explains Greek property-transfer taxation; the applicable treatment depends on the actual transaction, taxable basis and any exemptions.

The Objective Value is part of Greece's administrative valuation framework for certain tax and statutory purposes. It is not a professional market valuation or an appropriate offer price.

A property may be plausibly priced against market evidence yet exceed the buyer's resources. Market plausibility and personal affordability are separate decisions.

10 · PRICE EVIDENCE

Can the Bank of Greece index tell you whether a listing is overpriced?

Only as broad trend context.

The Bank of Greece RPPI is based on credit-institution residential valuations, not a database of completed deeds.

In its 15 September 2026 announcement, the Bank reported a 5.5% year-on-year increase in the national apartment index for Q2 2026, with 5.0% in Athens and 4.7% in Thessaloniki.

These provisional index changes describe broad markets. They cannot prove a particular apartment appreciated at the same rate, justify a seller's exact asking price or serve as an automatic local transaction adjustment.

11 · PRICE EVIDENCE

Three possible conclusions from a price investigation

1. Available evidence provides meaningful support

Relevant advertised alternatives may show similar asking-price expectations. Suitable corroborated historical transactions may also offer broadly consistent context.

This does not prove fair value; it means there is an identifiable basis for regarding the price as plausible.

2. The asking price deserves further challenge

The subject may be markedly more expensive than relevant alternatives without an explained difference, or its area, condition or advertised features may be inconsistent with documentation.

Request clarification, supporting evidence or reconsideration of price. Do not declare it overpriced by a precise percentage unless the evidence supports that conclusion.

3. Evidence is insufficient

Transfer data may be too thin, listings too dissimilar, or significant property information unverified.

The appropriate next step may be better documents, independent valuation or delaying a binding commitment.

Evidence outcomeAppropriate response
Meaningful supportContinue assessment; still perform due diligence
Unexplained price differencesInvestigate and consider negotiation
Material information missingObtain documents and professional checks
Weak historical transfer dataExpand carefully and disclose limitations
Serious unresolved asset issueObtain advice before committing
Market-plausible price above your budgetReconsider for affordability reasons
12 · PRICE EVIDENCE

Can you calculate a Greek home's exact overpricing percentage?

Not reliably from a single area-wide statistic.

A precise conclusion requires a suitable valuation benchmark and defensible analysis of individual characteristics and market evidence.

A national price index, broad municipal median or arbitrary blanket discount cannot establish the property's current fair market value on its own.

A qualified professional valuer may be appropriate if a formal property-specific opinion is needed.

13 · PRICE EVIDENCE

How should you negotiate using evidence?

Ask questions tied to the actual property:

Comparable listings: “How does this apartment differ from the nearby alternatives offered for less?”

Floor area: “Can you provide the approved plans and documentation supporting the advertised area?”

Renovation: “Which works were completed, and what documents support them?”

Historical prices: “What evidence supports treating these recorded transfers as comparable to this apartment?”

Technical status: “Can our engineer and lawyer examine the relevant material before we make a binding commitment?”

There is no universal Greek asking-to-sale discount. Any offer also reflects budget, preferences, alternatives and negotiating circumstances.

Have a lawyer review deposit or reservation terms, including refund conditions, before agreeing to a financially binding commitment.

14 · PRICE EVIDENCE

When should you obtain an independent valuation?

Consider a qualified valuer when transaction comparables are weak, the property is unusual, the purchase is financially significant, source indicators materially disagree or financing requires a formal opinion.

A valuer, lawyer and engineer answer different questions. Their services do not replace one another.

Frequently asked questions

Do Greek properties usually sell below asking?

No reliable single national percentage applies to every property. Listing indicators do not record completed negotiated prices.

Is a home overpriced if it costs more per m² than the area average?

Not automatically. The average may use different properties, geography, periods or area definitions.

Can a home be overpriced in a rising market?

Yes. A broad index movement does not prove the suitability of every individual asking price.

Should Objective Value determine my offer?

No. It is an administrative calculation for relevant tax or statutory purposes, not open-market sale value.

Can a report tell me precisely what discount to request?

Not from weak or incompatible evidence. A report can clarify support, differences and uncertainty; a formal valuation is distinct.
