Guide · Buying Property in Greece

Buying Property in Greece Remotely: Can You Complete the Purchase from Abroad?

Yes. A foreign buyer can often complete a Greek property purchase without being physically present in Greece for the final transfer, provided the transaction is structured correctly. A properly drafted power of attorney — πληρεξούσιο (plirexousio) can authorise a representative to carry out specified acts on the buyer’s behalf, including a real-estate purchase. Greek consular guidance expressly lists property purchases and sales among the transactions that can be covered by a power of attorney. Source: Greek Ministry of Foreign Affairs.

But “remote purchase” does not mean: email a scanned authorisation to a lawyer and let everything happen automatically.

For a property transfer, the form and scope of the power of attorney matter. Some administrative steps can now be completed digitally, but legal representation, property due diligence, signing authority, foreign documents and payment arrangements still need to be set up correctly.

You can delegate execution. You should not delegate the decision about what evidence is sufficient to buy.

Scope: This guide is for an individual foreign buyer purchasing an existing residential property in Greece in their own name, while primarily remaining outside Greece during the transaction. It assumes a relatively conventional purchase. Additional requirements can apply to company acquisitions, mortgages, restricted border areas, Golden Visa-linked purchases, land, complex ownership structures, inheritance-related title, or transactions involving unusual legal or technical problems.
01 · Can you buy remotely?

Can you buy a Greek property without travelling to Greece for completion?

Often, yes.

A buyer does not necessarily have to personally appear at every stage of a Greek property transaction.

Greek law allows a person to act through an authorised representative, and the Greek Ministry of Foreign Affairs describes a power of attorney as a notarial document through which a person appoints another person to carry out lawful acts and transactions on their behalf. Its examples specifically include real-estate purchases and sales, tax representation, administrative matters and banking transactions. Source: Greek Ministry of Foreign Affairs.

This means the buyer’s representative may, depending on the actual powers granted, be able to perform transaction steps and sign documents without the buyer flying to Greece for each one.

What this means for the buyer

There are two separate questions: Can someone legally act for me? and What exactly have I authorised that person to do? The answer to the first can be yes while the answer to the second is still inadequate. A remote transaction is only as workable as the authority contained in the power of attorney.

02 · Power of attorney

What is a Greek power of attorney?

A power of attorney — πληρεξούσιο gives another person authority to act legally on your behalf within the powers described in the document.

Greek Civil Code Article 217 provides that, unless otherwise indicated, a power of attorney follows the formal requirements of the legal transaction it authorises. Source: Civil Code Article 217.

That distinction becomes important in real estate because the actual transfer of rights over Greek immovable property requires formal notarial treatment.

The Greek notarial profession has explained the same principle: where a legal act requires a particular form, the authorisation to perform that act must follow the corresponding legal requirements. Source: Greek notarial guidance.

Simple authorisation vs power of attorney

A simple written or digital authorisation can be sufficient for many administrative acts. That does not mean a simple authorisation is automatically sufficient to sign a property purchase deed on behalf of the buyer.

What this means for the buyer

Do not ask a lawyer: “Can I send you an authorisation?” Ask: “What form of power of attorney does the Greek notary require for the exact acts you will perform for me?”

03 · Who can act for you?

Who can act for you?

In practice, foreign buyers commonly appoint a Greek lawyer or another suitable representative.

But the important issue is not the person’s job title alone. It is whether the representative is clearly identified, the power of attorney is legally valid, the document grants the necessary powers, and the representative is someone the buyer trusts to exercise those powers.

Depending on the transaction, the power might need to deal with matters such as tax administration, acquiring an AFM, obtaining or submitting documents, communicating with authorities, signing transaction documents, making declarations, representing the buyer before the notary, dealing with the Cadastre, paying or arranging transaction-related amounts, or executing the final acquisition.

What this means for the buyer

A broad statement such as “I authorise my lawyer to handle my property purchase” may not answer the formal question. The relevant document needs to authorise the specific legal acts actually required.

04 · Create POA abroad

How can you make the power of attorney while you are abroad?

One official route is through a Greek consular authority.

Greek Ministry of Foreign Affairs guidance says the power-of-attorney text can be drafted by a Greek notary or a lawyer knowledgeable in Greek law and sent electronically to the relevant Greek consular office before the appointment. The document needs to identify the representative and state the purpose of the authority — with purchase or sale of property expressly given as an example. Source: Greek Ministry of Foreign Affairs.

The principal — the person granting the authority — then appears before the consular officer to execute the document. The consular guidance requires identity documentation and proof of residential address.

Important distinction

The document can be prepared remotely. That does not mean the Greek consular execution itself is simply an online click-through process.

The Ministry’s consular guidance states that the principal’s physical presence before the consular officer is required for signing the power of attorney.

What this means for the buyer

It may be possible to buy the Greek property without travelling to Greece. You may still need to appear physically somewhere to establish the power of attorney properly — for example, at the relevant Greek consulate. “Remote purchase” and “zero physical identity/formality step anywhere” are not the same promise.

05 · If you do not speak Greek

What if you do not speak Greek?

This should be arranged before the appointment.

Greek consular guidance states that if the principal does not understand Greek, an interpreter is required for execution of the power of attorney at the consular office. The interpreter translates the text and co-signs the document. Source: Greek Ministry of Foreign Affairs.

This matters because the power of attorney can grant significant legal authority. The purpose is not simply to make the appointment easier. You need to understand what you are authorising.

What this means for the buyer

Do not sign a Greek power of attorney merely because someone tells you: “This is the standard one.” Ask for the powers to be explained to you before execution. A remote transaction should reduce unnecessary travel. It should not reduce the buyer’s understanding of the authority being granted.

06 · Foreign notary route

Can you sign a power of attorney before a notary in your own country?

Potentially, but this route requires more care.

Foreign public documents intended for use in Greece can require authentication or legalisation and official Greek translation.

Gov.gr explains that, for public documents originating from countries participating in the Hague Apostille Convention, documents used for official translation can require an Apostille. Other countries can require the applicable consular authentication procedure. Source: Gov.gr.

That still does not mean: any document signed in front of any foreign “notary” automatically becomes a valid Greek real-estate power of attorney once an Apostille is attached.

An Apostille authenticates aspects of the foreign public document. It does not, by itself, determine whether the document grants the correct authority under Greek property law.

Safer sequence

  1. Have the Greek lawyer/notary determine the required powers and form.
  2. Confirm that the proposed foreign execution method will be acceptable.
  3. Execute it correctly.
  4. Obtain the necessary Apostille or legalisation where applicable.
  5. Arrange the required official Greek translation.
  6. Have the Greek notary confirm acceptability before relying on it for completion.
What this means for the buyer

Do not create the foreign power of attorney first and ask the Greek notary whether it works afterwards. Reverse the sequence.

07 · Apostille vs translation

An Apostille does not replace a translation.

The Apostille addresses authentication of the foreign public document under the Hague Convention system.

The translation makes the document usable in Greek in the required official form.

Gov.gr provides a register of certified translators and explains the treatment of foreign public documents bearing an Apostille or the applicable consular certification. Source: Gov.gr.

QuestionWhat it addresses
Is the document legally in the right form?Underlying authority
Is the foreign document properly authenticated?Apostille / legalisation
Is there an acceptable Greek version?Official translation
What this means for the buyer

Solving one does not automatically solve the other two.

08 · AFM remotely

Can you obtain your Greek AFM without travelling to Greece?

Yes.

A foreign property buyer needs a Greek Tax Identification Number — AFM (ΑΦΜ) — but current AADE procedures make this substantially easier for non-residents.

AADE states that a tax resident abroad can apply electronically for a TIN and Authentication Key through the myAADE portal. Identity verification can be completed either in person or by video call using myAADElive. Source: AADE.

The applicant can also act through a legal representative, tax representative or appropriately authorised third party under the applicable procedure.

What this means for the buyer

Obtaining the AFM is no longer a strong reason, by itself, to assume you need an extra trip to Greece. It can be organised as part of the remote pre-purchase setup.

10 · Technical inspection

Technical due diligence is different: someone still needs to inspect the property.

A remote buyer can stay abroad. The property itself cannot.

Legal records can tell you one kind of story. A competent engineer’s physical and technical review answers another.

Depending on the property, the engineer may need to examine the actual layout, building plans, permits, visible alterations, unauthorised construction, boundaries, building condition, or other technical issues.

Remote does not mean virtual-only

A video tour provided by an estate agent can help you decide whether you like a property. It cannot replace an independent engineer where technical inspection is required.

What this means for the buyer

If you are buying remotely, independent physical inspection becomes more important, not less. Someone should inspect the actual asset on the buyer’s side.

11 · Buying unseen

Should you buy a property you have never personally visited?

That is a decision, not a legal rule.

It is possible for representation and due diligence to allow the transaction to proceed without the buyer personally viewing the property.

But the buyer should distinguish between two categories of risk.

Evidence that professionals can investigate

Examples include title, liens, planning records, permits, cadastral information and legal description.

Things that are inherently experiential

Examples include noise, light, smell, access, stairs, privacy, neighbourhood feel, nearby development, actual condition, view obstruction, and how the property feels at different times of day.

What this means for the buyer

If you will not visit personally, decide how those non-documentary questions will be checked. A trusted independent person, engineer or other suitable professional may help. But be explicit about what they are — and are not — assessing.

12 · Offers & deposits

Can an offer or reservation agreement be handled remotely?

Often, the practical communications around an offer can happen remotely.

That does not make every reservation document harmless.

Before authorising anyone to submit an offer, sign a reservation agreement, pay a deposit, waive a condition, or accept contractual wording, understand the legal consequence of that specific act.

A power of attorney that permits someone to sign on your behalf can transfer real decision-making authority to that person.

What this means for the buyer

There is a major difference between authorising someone to obtain documents and authorising someone to enter a binding agreement and transfer money. The power of attorney should reflect that difference.

13 · Digital transfer

Can the tax and transfer process be completed digitally?

Many parts of the process are now digital.

Gov.gr’s Digital Property Transfer File — Ψηφιακός Φάκελος Μεταβίβασης Ακινήτου allows buyers, sellers and notaries to conduct much of the property-transfer workflow electronically.

The notary creates the transfer request and invites the parties to provide the necessary authorisations. The system can obtain documents through connected public systems, process the deed and submit the act to the Hellenic Cadastre. Source: Gov.gr.

The property-transfer tax process is also handled digitally through myPROPERTY for qualifying transactions. Source.

What this means for the buyer

Greek property buying has become much more digitally manageable. That can reduce travel. It does not reduce the amount of evidence the buyer should require.

14 · Final deed

Does the buyer need to be present when the final deed is signed?

Not necessarily, if a properly authorised representative can sign on the buyer’s behalf.

This is one of the main reasons the power-of-attorney structure matters.

The representative signs because the buyer has legally granted authority to perform the relevant transaction. The buyer is not simply “absent from the appointment.” They are legally represented at it.

What this means for the buyer

The key completion question is not: “Do I have to be in the notary’s office?” It is: “Does my representative have the legally sufficient authority to execute this exact deed?” That should be confirmed before the signing date.

15 · Control of funds

Remote does not mean you lose control over the purchase money.

Buying from abroad does not mean giving someone unlimited discretion over your funds.

Separate three decisions:

Authority to agree

Who can agree price or contractual changes?

Authority to sign

Who can execute agreements and the final deed?

Authority over money

Who can initiate, receive or authorise payments?

Those powers do not have to be identical.

What this means for the buyer

When reviewing the power of attorney, identify any clause involving receiving money, transferring money, opening bank accounts, borrowing, accepting refunds, paying deposits, changing price, or acknowledging payment. Understand why each power is there.

16 · What stays with the buyer

What should remain the buyer’s decision even when everything else is delegated?

This is the most important distinction in a remote purchase.

A representative can execute tasks. The buyer should still control the major decision gates.

17 · Remote purchase sequence

A practical remote-purchase sequence.

  1. Select the property. Obtain enough information to decide that the property deserves serious investigation.
  2. Appoint independent buyer-side professionals. Usually legal and technical expertise need to be separated.
  3. Organise the AFM and digital access. Do this early enough that administration does not block the transaction.
  4. Prepare the power of attorney. Have the Greek lawyer/notary draft the actual powers needed.
  5. Execute it in an acceptable form. For example, through the appropriate Greek consular procedure or another route confirmed in advance by the Greek notary.
  6. Complete legal and technical due diligence. Do not treat the existence of the representative as evidence that the property is clean.
  7. Review the findings personally. Understand unresolved issues and decisions.
  8. Approve the commercial commitment. Only after you understand the evidence available at that stage.
  9. Arrange the purchase funds and tax. Confirm banking mechanics before completion.
  10. Representative executes the deed where authorised. The notarial transaction is completed under the valid authority.
  11. Confirm registration. Do not finish your checklist merely because the deed was signed.
  12. Take control of the owner records. Retain the deed, registration evidence, E9/tax records and technical documentation.
18 · What you should receive

What should you receive from your team during a remote purchase?

Remote buying works best when the transaction creates an evidence trail, not just a stream of WhatsApp messages.

Before completion, the buyer should be able to identify the property being purchased, the agreed commercial terms, the legal-review outcome, the technical-review outcome, material unresolved issues, the power of attorney granted, deposits already paid, the expected final payment, transaction taxes and costs, the final deed, and, afterwards, registration evidence.

What this means for the buyer

A good remote process should leave you with more structured information, not less. Distance is a reason to formalise communication. It is not a reason to accept “everything is fine” as a due-diligence report.

19 · Five mistakes

Five mistakes to avoid when buying remotely.

Mistake 1: Using a generic power-of-attorney template

The authority may not contain the powers the Greek transaction requires.

Mistake 2: Assuming an Apostille fixes everything

Authentication, legal form and translation are separate questions.

Mistake 3: Letting the representative make material commercial decisions without clear limits

Execution authority can become much broader than the buyer intended.

Mistake 4: Replacing inspection with listing photographs

Seller-side visual material is not an independent technical check.

Mistake 5: Treating digital administration as due diligence

A document moving successfully through a government platform does not prove the property is a good or safe purchase.

20 · Do you need to travel?

Do you ever need to travel to Greece?

Possibly.

Remote completion is a tool, not a guarantee that no circumstance will ever require a visit.

Travel can become necessary or desirable because you want to inspect the property personally, a bank requires physical attendance, a document cannot be resolved remotely, the chosen power-of-attorney route requires an appointment, an unexpected legal/technical issue arises, immigration/residence matters create separate requirements, or you simply do not want to purchase the asset unseen.

What this means for the buyer

The responsible promise is: Many Greek residential purchases can be structured so that the buyer does not need to be physically present in Greece for completion. The irresponsible promise is: “You can buy any Greek property entirely online without ever appearing anywhere.” The evidence does not support the second statement.

21 · Limitations

What this guide cannot tell you.

This article cannot determine whether a particular power of attorney is valid for your transaction.

That depends on matters including the exact wording, where and how it was executed, the authority granted, the property, the acts the representative will perform, authentication/legalisation, translation, and the Greek notary’s requirements.

It also cannot tell you whether buying a particular property without personally seeing it is a sensible decision.

Remote execution solves a location problem. It does not solve a property-risk problem.

23 · Common questions

Common questions.

Can I buy property in Greece without ever travelling to Greece?

It can be possible to complete the Greek transaction without personally travelling to Greece, particularly by acting through a properly authorised representative. But executing the power of attorney may itself require physical attendance somewhere, such as before a Greek consular officer.

Can I give my Greek lawyer power of attorney to buy the property for me?

Potentially yes. The Ministry of Foreign Affairs expressly recognises powers of attorney for real-estate purchase and sale. The document needs to identify the representative and grant the powers required for the actual transaction.

Can I sign the property power of attorney online?

Do not assume that a normal electronic authorisation is sufficient for the property deed. Greek Civil Code rules link the form of the power of attorney to the form required for the underlying legal act, and consular execution of a property power of attorney requires the principal’s physical presence before the consular officer.

Do I need an Apostille for a Greek-consulate power of attorney?

A power of attorney executed through a Greek consular authority is a different route from using a foreign public document. Apostille/legalisation issues become particularly relevant when foreign public documents are being produced for official use in Greece. The exact requirements should be confirmed for the chosen execution route.

Can I obtain an AFM remotely?

Yes. AADE currently allows non-resident applicants to use an electronic application and identity verification by myAADElive video call.

Can my lawyer do the due diligence if I stay abroad?

The lawyer can perform legal-review work without the buyer standing beside them. Technical inspection should still involve an appropriate professional examining the actual property where required. The buyer should receive and understand both sets of findings before committing.

24 · Next step
Next step

Buying remotely does not mean buying blindly.

A representative can solve the problem of where you are.

They cannot remove the need to understand what you are buying.

Before allowing a power of attorney to turn an accepted offer into a completed purchase, make sure the available legal, technical, transaction and market evidence supports the next step.
